It gives the strategic foundation on which the business plan will be built, providing a focus for staff on future business priorities and your desired position in the market place.

It gives a practical direction for the business over a shorter time horizon (normally one year) than the higher level Strategic Plan, providing a focus for the organisation. It represents the ‘how’ to achieve the ‘what’ which the Vision and Strategic Plan have identified in terms of milestones and financial and operational targets.

As such, budgets must be seen to be achievable, realistic and fair, and to deliver to those who manage them some level of devolved authority and control.
